In the 09g crash, BlackRock was paid by tax payers to buy floating mortgages cheap and inevitably turned those over for a profit --> but -after- the crash. Unless we are presently in a stealth crash, these investments tell you this is not a market play.

Giving homes to migrates who labor for cheaper wages has a greater return of value than allowing them to influence the market and/or dumping these properties post-crash (~5+ years) on a buyers market. It is a conspiracy not matter the sincerity.
